A term I developed, describing the creation, interpretation, and processing of important bureaucratic or administrative information at both the point of interaction and the system within which it is developed.
Basically:
Paperwork and the system it exists within.
Using the IRS Website as a case study, I explored options to improve the users experience with paperwork and logistical interactions within the system in which a user receives and completes a task.
The IRS provides free services to file taxes. It serves the bottom 70% of American Earners.
Yet only 4% of eligible users actually use their services.
